Outsourcing Manager

Outsourcing Manager FE LLC ZTE Investment is recruiting for a new telecommunications project in Uzbekistan. This role will manage subcontractor capacity, delivery performance and commercial coordination across rollout work packages. Responsibilities • Develop subcontracting plans and forecast capacity requirements by region, scope and delivery milestone. • Coordinate sourcing and qualification with procurement, verifying technical capability and resource availability. • Define work scopes, deliverables, service levels and performance measures with engineering teams. • Support commercial evaluation and contract preparation with authorized procurement and legal functions. • Monitor productivity, quality and EHS performance and agree recovery actions for underperforming suppliers. • Validate completed-work evidence before commercial reconciliation and payment approval routing. • Resolve delivery disputes and scope changes with auditable records and contractual traceability. • Maintain supplier scorecards, contingency plans and sustainable regional subcontractor capacity. Requirements • Subcontractor or outsourced-service management experience in telecom or infrastructure delivery. • Knowledge of supplier qualification, scope definition, contract administration and work verification. • Strong negotiation, performance management and cross-functional coordination skills. • Professional working English; Russian or Uzbek communication skills are an advantage. • A proactive approach, clear communication and ability to work with multidisciplinary project teams. Working conditions • Full-time, on-site work based in Tashkent, Aybek Street 14. • 5/2 schedule, 8 hours per day. • Salary will be discussed during the interview.
